Certified Engineer

Job Responsibilities:
Purpose of Position
The purpose of this position is to design, supervise, coordinate and survey highway and bridge mainte-nance and construction projects and personnel to complement the county traffic system.  The work is performed under the supervision of the Highway Commissioner.

Essential Duties and Responsibilities

The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

Surveys maintenance and construction sites. 
Establishes right-of-way for county highways.
Computes technical data for design and building highways and bridges in compliance with Department of Transportation (DOT) facilities development manual and standards.
Appraises properties. Negotiates with owners and compensates owners for acquired property for right-of-way.  Researches and drafts deeds, partial release of mortgage and other documents required for right-of-way purchase.  Notarizes and records documents in right-of-way purchases.
Meets with the public regarding proposed construction projects.  Receives and responds to inquiries and complaints regarding maintenance and construction.
Prepares and procures applicable local, state and federal permits for road and bridge maintenance and construction projects.
Supervises and evaluates construction personnel.
Surveys, designs, and draws bridge and road projects.
Tests aggregates and bituminous on state funded projects for compliance with quality standards.
Performs construction staking and construction site surveys. 
Coordinates utility conflicts on projects.
Inspects and documents town, city and county bridges.
Maintains right-of-way files according to applicable statutes.
Maintains engineering, surveying and materials testing supply inventories.
Computes and orders construction materials supplies for construction projects.
Seeks, finds, researches, and writes grants.  Procures funds through various governmental programs. 
From late October through April, will be included in winter call-out rotation with Patrol Superinten-dents.  To be available to supervise snow and ice control operation countywide.  This duty requires some nights and weekends.
Responsible to know and practice the Safety policies of the County.  Perform all job tasks in a safe and prescribed manner.

Additional Tasks and Responsibilities

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

Maintains right-of-way records from towns.
Any other duties as assigned.
Job Qualifications:
Minimum Training and Experience Required to Perform Essential Job Functions

Highway Engineer requires a Bachelor’s Degree in Civil Engineering or related field and certification as a Professional Engineer.  Four to six years experience in highway engineering preferred.  Valid Wisconsin motor vehicle operator’s license required.  Notary Public certification is required and must be obtained upon hire.

Experience in grant writing and procurement of funds through various governmental programs.

WisDOT Bridge Inspection certification, and ability to become the Program Manager for the County’s WisDOT Bridge Program, and to maintain the certification while employed with Wood County.
