Purpose of Position
The purpose of this position is to perform engineering services in the project management, planning, design, construction, and maintenance of highways, bridges, and other projects under the jurisdiction of the Wood County Highway Department. This includes coordinating applications and administration of transportation related State and Federal funding mechanisms at the County level. The work is performed under the supervision of the Highway Commissioner.

Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned. 
1. Manage highway infrastructure projects from conception through implementation.
2. Develop, oversee, and review completion of plans, specifications, and cost estimates for highway and other County infrastructure projects in accordance with standards.
3. Coordinate project scoping, design, preparation, and construction with internal staff and external partners including consultants and contractors.
4. Perform contractor administration for consultant and contractor engagements.
5. Administer State and Federal local transportation aid and infrastructure programs within the County.
6. Supervise and evaluate engineering staff and construction personnel. 
7. Make field decisions on adjustments necessary to fits plans to existing or unexpected field conditions.
8. Facilitate training and mentoring of engineering staff.
9. Coordinate and review traffic studies. Analyze and evaluate accumulated data to prepare reports related to traffic volumes, movements, traffic control warrants, speed limits, traffic signing, pavement marking, and other similar matters.
10. Respond to inquiries from other municipalities, other County agencies, and the general public.
11. Surveys maintenance and construction sites. 
12. Establishes right-of-way for county highways.
13. Computes technical data for design and building highways and bridges in compliance with Department of Transportation (DOT) facilities development manual and standards.
14. Appraises properties. Negotiates with owners and compensates owners for acquired property for right-of-way.  Researches and drafts deeds, partial release of mortgage and other documents required for right-of-way purchase. Records documents in right-of-way purchases.
15. Meets with the public regarding proposed construction projects. Receives and responds to inquiries and complaints regarding maintenance and construction.
16. Tests aggregates and bituminous on state funded projects for compliance with quality standards. 
17. Develops and reviews asphalt mix design for a specific blend of aggregates and asphalt binder to produce an economical mixture that meets specifications.
18. Directs construction staking and construction site surveys. 
19. Coordinates utility conflicts on projects.
20. Inspects and documents town, city and county bridges. Assists the Highway Commissioner with management of the county bridge program.
21. Maintains right-of-way files according to applicable statutes.
22. Maintains engineering, surveying and materials testing supply inventories.
23. Computes and orders construction materials supplies for construction projects.
24. Seeks, finds, researches, and writes grants. Procures funds through various governmental programs. 
25. Participates in ON-CALL rotation with Patrol Superintendents and Shop Superintendent. Rotates one night a week and every fourth weekend (Friday, Saturday & Sunday). 
26. Must be available to supervise snow & ice control and incident management county wide. 
27. Responsible to know and practice the Safety policies of the County. Perform all job tasks in a safe and prescribed manner.
 
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

1. Maintains right-of-way records from towns.
2. Any other duties as assigned.
 
Job Qualifications:
Minimum Training and Experience Required to Perform Essential Job Functions

Highway Engineer requires a Bachelor’s Degree in Civil Engineering or related field and certification as a Professional Engineer. Minimum five years work experience within the civil engineering, project management, or related fields.

Knowledge in Microsoft Office suite including Excel, Word, PowerPoint required.

Proficiency with AutoCAD Civil 3D required.

Excellent written and verbal communication skills required.

Effective time management skills required.

Valid Wisconsin motor vehicle operator’s license required. 

Notary Public certification is required and must be obtained upon hire.

Experience in grant writing and procurement of funds through various governmental programs.

WisDOT Bridge Inspection certification desired and can be obtained upon hire and must maintain the certification while employed with Wood County.
