Job Responsibilities:
This position will share in the responsibilities with another Humane Officer. The primary area of this coverage will be in the Pittsville/Marshfield area.

Join Wood County in this unique opportunity to serve as Co-Humane Officer. Assist and provide field-based services in accordance with Chapters 173.07, 95.21, 95.50, 174 and 951 of the Wisconsin State Statutes (Wis. Stats) and Chapter 280 of Wood County ordinances related to animal welfare in Wood County. The work involves investigating alleged violations of statutes and ordinances, taking custody of animals as necessary, issuing citations, and performing related field and office duties. This position interacts regularly with community members and local law enforcement. Work is performed independently under the direction of the Wood County Public Safety Committee. This is a casual (less than 20 hours per week), field based-position, that offers a flexible schedule. 

Essential Duties and Responsibilities
The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.
1. Serves as Humane Officer as defined in Chapters 173.07, Wis. Stats. including enforcement of statutes and ordinances and investigation of alleged violations.
2. Enforces the following:
Chapter 95.21, Wis. Stats. related to the rabies control program. Investigates reports and completes rabies control reports.   
Chapter 95.50 Wis. Stats. related to transportation and disposal of animal carcasses.
Chapter 174, Wis. Stats. related to dogs.
Chapter 951, Wis. Stats. related to crimes against animals.
Ordinance Chapter 280.06 regulation of dangerous animals.  
Chapter 66.0119, Wis. Stats. relating to obtaining and executing special inspection warrants. 
Takes custody of animals pursuant to Chapter 173.13(1), Wis. Stats.
3. Investigates suspected violations of humane laws and gather evidence under inspection warrants.
4. Requests to obtain subpoenas from the District Attorney’s office to obtain subpoenas and/or documents. Requests law enforcement and District Attorney’s office to enforce and prosecute violations of state law related to animal welfare.
5. Issues citations as necessary for violations of ordinances relating to animals.
6. After investigation of a violation of a statute or ordinance, issues abatement orders as may be required.
7. Conducts criminal investigations; obtains statements from victims, witnesses and suspects; obtains confessions from suspects; collects and processes evidence; performs crime scene investigations; compiles investigative findings, provide courtroom testimony.
8. Maintains records on all custodies of animals, to whom the animal is delivered and follow-up documentation.
9. Manage and follow-up individual cases. Maintain records and write reports.
10. Responsible to be knowledgeable of and practice the safety policies of the County.  Perform all job tasks in a safe and prescribed manner.
11. Completes reports on a regular basis. Attends monthly Public Safety Committee meeting to present monthly activity report.
12. Any other duties as may be assigned.
Job Qualifications:
High School Diploma or equivalent is required.  Minimum of one year relevant experience required including previous experience in a kennel, animal control, veterinary, law enforcement, or similar environment. Must be certified as a humane officer in the State of Wisconsin or become certified within one year and must meet the requirements of WI Administrative Code DATCP 173.  Must be appointed by Wood County.  Thirty-two (32) hours of continuing education is required every two (2) years.  Must successfully pass a background investigation.  Driver’s license and own transportation required.  

Position requires thorough knowledge of the characteristics and care of domesticated and wild animals. Ability to develop and maintain effective working relationships. Ability to effectively use computers and develop and maintain related records and reports. Ability to prioritize field calls. Ability to communicate effectively, both orally and in writing. Ability to identify species, breeds, and characteristics of animals. Has considerable knowledge of laws and ordinances related to humane animal capture, care, and disposal methods. Has general knowledge of the geography of the County. Has considerable knowledge of safety practices concerning the handling of animals. Is skilled in the use of equipment utilized to capture animals. Is able to prepare and maintain records concerning daily activities. Ability to exercise tact and courtesy in explaining and enforcing State laws and local ordinances pertaining to animal control. Ability to exercise initiative and independent judgment in applying laws and ordinances to work situations. Ability to understand and follow oral and written instruction. Ability to exercise tact, courtesy and firmness with animal owners and the general public. Ability to remain calm during stressful and highly charged emotional situations involving animals, animal owners, victims, and witnesses and deal effectively with persons who are hostile or angry.
