GENERAL FUNCTION
This position supervises and coordinates the provision of emergency mental health services in Wood County. Services include crisis intervention telephone services, crisis stabilization, mobile crisis response, adult and elderly protective services investigations, yearly protective placement reviews, processing guardianships/protective placements through the court system, and monitoring mental health and alcohol and drug commitments, and settlement agreements for adolescents and adults. If necessary, may provide these services directly. Due to the size and scope of this unit, the Emergency Mental Health Services Manager works collaboratively with the Adult Protective Services Manager for the overall operation of the unit. The Emergency Mental Health Services Program Manager assures adherence to applicable State Statutes and Administrative Codes. 

Essential Duties and Responsibilities
The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

1. Responsible for the day to day operation of the Crisis Intervention Program including clinical oversight and consultation, supervision of staff, clinical review and approval of Crisis Assessment and Response Plans and Crisis Plans.  
2. Collaborate with various community partners including law enforcement, hospitals, schools, and other community agencies to promote the best possible outcomes for individuals experiencing a mental health crisis. 
3. Responsible for scheduling staff for Mobile Crisis and Crisis Intervention coverage. Approve time off requests; approve time cards and mileage, etc. Works with BHS/LTS Division Administrator in developing annual budget.
4. Provide 24-hour clinical consultation for Crisis Line and Mobile Crisis in a rotation with other clinical staff
5. Write/update policies and procedures for the Emergency Mental Health Services Unit ensuring compliance with Medicaid requirements and program certification requirements under WI DHS 34.
6. Interview and recommend for hire as openings occur. Provide orientation as it relates to positions within the department.
7. Evaluate individual skills and performance of duties, disciplines, and complete performance reviews.
8. Assure that applicable standards are maintained. If issues arise around non-compliance with standards, within county guidelines, establish and monitor achievement of employee development plans.
9. Works collaboratively with Corporation Counsel’s Office, Norwood Health Services Programs, Wood County Human Services Community Mental Health Programs, Family Services Division Programs, and other community agencies to develop processes for service delivery that meet the consumer’s needs, assures consumer health and safety, provides the least restrictive setting and services to meet needs, and follows person-centered principles. 
10. Provide consultation, supervision, direction for staff within the division in the absence of their immediate supervisor.
11. Support the Mission, Vision and Value Statements of the BHS/LTS and department and work toward stated goals.
12. Must be familiar with and exemplify the Wood County Core Values and serve with courtesy and respect in accordance with the Wood County Code of Conduct.
13. Responsible to know and practice the Safety policies of the County. Perform all job tasks in a safe and prescribed manner.

1. Be prepared for future program expansion and change in job responsibilities to include varying program tasks that will modify this current position as development occurs.
2. Participate in and facilitate development and modification of programmatic changes.

Job Qualifications:
EXPERIENCE, TRAINING, QUALIFICATIONS
Must have a Master’s Degree from an accredited college or university in a Human Services field and have, or be able to obtain State licensure as a Licensed Professional Counselor or a Licensed Clinical Social Worker, within six months of hire. Must become certified to provide Emergency Mental Health Crisis Services within three months of hire. Must be knowledgeable of State Statutes 51 and 55, and how they apply to Emergency Mental Health Services. Experience working with individuals with mental health/developmental disabilities/elderly preferred. This position may require travel to and from off-campus sites. Individual may use personal vehicle or other means of reliable transportation. Valid Driver’s License required. Management experience preferred.
