The Wood County Human Services Department has an immediate opening for a full-time Adult Protective Services Program Manager. This position supervises and coordinates the Adult Protective Services portion of the Emergency Mental Health Services Unit. Responsible for direct supervision of the Emergency Mental Health Program Coordinators.  These staff complete Adult and Elderly Protective Services investigations, yearly Protective Placement Reviews, processing guardianships/protective placements through the court system, and monitoring mental health and alcohol and other drug abuse (AODA) commitments and settlement agreements for adolescents and adults.  The manager will also provide these services directly when coverage or increased capacity is necessary to meet the needs of the program.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.
  • Write/update policies and procedures for the Emergency Mental Health Services Unit.
  • Receive, review, and assign requests for Adult/Elderly Protective Service investigations. Provide direction to staff as to disposition, and assure that report is filed in State recording system.
  • Apply for and monitor use of Elder Abuse Direct Services Funds.
  • Interview and recommend for hire as openings occur. Provide orientation as it relates to positions within the department.
  • Evaluate individual skills and performance of duties, disciplines and complete performance reviews.
  • Assure that applicable standards are maintained. If issues arise around non-compliance with standards, within county guidelines, establish and monitor achievement of employee development plans.
  • Works collaboratively with Corporation Counsel’s Office, Norwood Health Services Programs, Wood County Human Services Community Mental Health Programs, Family Services Division Programs, and other community agencies to develop processes for service delivery that meet the consumer’s needs, assures consumer health and safety, provides the least restrictive setting and services to meet needs, and follows person-centered principles.
  • Works with BHS/LTS Division Administrator in developing annual budget.
  •  Works in conjunction with the Emergency Mental Health Services Program Manager to ensure best practices and coverage for the entire unit, seamless flow of information and supervision of staff with crossover duties and completion of clinical supervision requirements.
  • Provide consultation, supervision, direction for staff within the division in the absence of their immediate supervisor.
  • Support the Mission, Vision and Value Statements of the BHS/LTS and department and work toward stated goals.

Additional Tasks, Responsibilities and Information
  • Be prepared for future program expansion and change in job responsibilities to include varying program tasks that will modify this current position as development occurs.
  •  Participate in and facilitate development and modification of programmatic changes.
Job Qualifications:
Minimum Training and Experience Required to Perform Essential Job Functions

Must demonstrate leadership skills and ability to make decisions in acute crisis situations.  Must possess a combination of education and experience commensurate to the position duties.  Candidates will be evaluated on their combination of applicable experience, skills, areas of expertise and education.  A minimum of a Bachelor’s Degree is required.  A Master’s degree or equivalent experience is preferred.  Management experience preferred.  Must be knowledgeable of State Statutes 51 and 55, and how they apply to Emergency Mental Health Services.  Experience working with individuals with mental health/developmental disabilities/elderly preferred.  This position requires travel to and from off-campus sites.  Individual may use personal vehicle or other means of reliable transportation.  Valid Driver’s License required.
