Social Work Supervisor – Intensive Services
Location:River Block Building - WR
FT/PT:Full-time 40 hrs/week - WRS Eligible

Job Responsibilities:
Purpose of Classification
The purpose of positions in this classification is to supervise assigned social services programs and related personnel to ensure compliance with program objectives and applicable standards, mandates, rules and regulations. 

This position is responsible for the oversight of a Family Services unit that coordinates the county’s foster care, specialized foster care, kinship care and ongoing intensive services that includes supervision of Social Workers and Family Resource Coordinators.  The work is performed under the direction of the Family Services Division Administrator. 

Essential Duties and Responsibilities

The following duties are normal for this classification.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.
Supervises Certified Social Workers and Family Resource Coordinators.  Conducts supervisory conferences and provides social work consultation to staff.  Supervises unit personnel and approves case actions.  Assigns cases, tasks and projects based on client needs and worker knowledge and capabilities.  Reviews cases, client records, and reports for progress and compliance with applicable laws, standards, rules and regulations.  Motivates staff to do their very best in meeting the needs of those they serve.
Assists the Family Services Division Administrator in Human Services Department operations, including budgeting and general administration.  Assists the Family Services Division Administrator in planning for change in procedures and new programs.  Develops and monitors budget activity and department contracts with vendors.  Assists Family Services Division Administrator in determining staffing levels and other division operations.
Works with the Family Services Division Administrator in all Human Resourced functions including hiring, development, discipline and termination of staff. Completes annual performance reviews on each employee and determines in conjunction with staff their needs for continued professional growth. Plans, coordinates, conducts and evaluates staff training. Approves vacation, sick leave, compensatory and flex time requests.
Assess and determines which intake referrals are to be assigned to appropriate staff.  Works with staff to determine the appropriate time to close a case.
Assures that the Human Services Department is in compliance with all state and Federal rules, laws and standards.
Directs and plans appropriate human services actions for abuse/neglect, guardianship, protective placements, alternate care, in consultation with Corporation Counsel, District Attorney, courts, medical care providers, law enforcement, attorneys, Circuit Court, other counties, Wisconsin Department of Children and Families staff, and many other community service providers, etc. 
Oversees assigned program/programs.  Prepares annual plans and regular reports, develops policies and procedures, interprets state and county mandated program changes, updates program manuals, and represents the program/programs to department management and county officials.
Prepares presentations and/or conducts meetings for department staff, county government, civic groups, and other meetings as needed to develop education/advocacy policies/procedures.
Initiates and oversees unit data collections.  Interprets data and coordinates with Administrative Services Division Manager and Information Technology in the development of computer programs for service program analysis and on-going policy decisions.
Performs duties of other division Supervisors in their absence.  Supervises unit personnel and approves subordinate actions.
Investigates and responds to client and community complaints and inquiries. Keeps the Family Services Division Administrator apprised of all complaints.
Maintains knowledge of current social worker theories, practices and standards; program goals and requirements; personnel supervision principles and policies.  Participates in continuing professional training.  Develops and maintains department standards and ensures practice standards in compliance with state and federal laws, rules and regulations, and professional ethics.
Coordinates programs with other agencies, community resources and services to fulfill client needs.
Responds to children and family emergency situations and institutes crisis interventions as needed.  (24 hours/day 7 days/week)
Supports the Mission, Vision and Value Statements of the department and works toward stated goals.
Provides services utilizing a trauma informed care approach. 
Adapts well to change and works to instill a positive work culture that supports staff development.
Has a strong desire to continually engage employees in strength based family systems case management practices.

Additional Tasks and Responsibilities

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this classification and may also be performed by other unit members.
Represents the department and programs on local, regional and statewide committees.
Assists Human Services auditors and retrieves requested material and information.
Job Qualifications:
Minimum Training and Experience Required to Perform Essential Job Functions

Master’s Degree in Social Work or Human Services field required. A Master’s Degree in Social Work preferred. A minimum two (2) years supervisory experience required. Five (5) or more years of direct practice experience working with families in the child welfare and juvenile justice field could be accepted in lieu of supervisory experience. Must be certified as a Social Worker by the State of Wisconsin. This position may require travel to and from off-campus sites.  Individual may use personal vehicle or other means of reliable transportation.
