Economic Support Supervisor

Job Responsibilities:
Purpose of Classification
The purpose of the position in this classification is to supervise, direct and coordinate economic support program services and staff including eligibility determinations.  The work is performed under the direction of the Human Services Director.


Essential Duties and Responsibilities

The following duties are normal for this classification.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.
Supervises economic support operation and administration across the Northern Income Maintenance (IM) Consortium to ensure prompt service and compliance with internal control, policies and procedures.  Interprets and disseminates state policies and procedures.  Directs use of various state and county computer programs and networks.
Coordinates completion of need determinations to establish client eligibility for economic support programs such as Medicaid/BadgerCare, child care assistance, energy assistance, Medical Assistance (MA), food share, General Relief (GR), emergency assistance employment programs and others designated by federal, state or county mandates.
Supervises and directs staff activities.  Assists the Economic and Employment Services Division Manager in hiring, discipline, termination and other personnel actions.  Coordinates, schedules, assigns, reviews, monitors and valuates cases for program compliance.  Provides guidance and support to staff.  Assists staff regarding special case problems.  Evaluates assigned staff work performance.  Identifies training needs for new and existing staff and coordinates training and orientation.
Acts as Economic Support liaison to other social service agencies, child support functions, state agencies, Social Security, Veteran’s Services, Department of Vocational Rehabilitation and other community resources.
Provides information regarding Northern IM Consortium program to clients, the general public, community groups, county and municipal officials, attorneys and other interested of effected parties.
Reviews reports.  Prepares reports required by state and federal authorities.
Assists the Director in the development of policies, procedures, staffing, eligibility, worksites, community and regional interaction in response to Economic Support.
Represents the Northern IM Consortium at state administrative hearings.
Evaluates cases for suspected client fraud and prosecution potential.  Appears at court proceedings on behalf of the Northern IM Consortium.
Directs clerical staff activities related to economic support.  Assures that basic services are provided promptly and efficiently.
Coordinates issue resolution meetings within the unit and partner agency staff.
Supports the mission, vision and value statements of the Human Services Department and works toward stated goals.
Monitors the Northern Income Maintenance Consortium’s Call Center, as part of the Call Center Supervisory team.
Monitors and directs daily workflow for the Northern Income Maintenance Consortium.


Additional Tasks and Responsibilities

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this classification and may also be performed by other unit members.

Monitors recovery of inappropriately issued benefits.
Computes and recovers casualty claims.
Approves time and attendance data.
Coordinates issue resolution meetings with department and partner agency staff.

 
Job Qualifications:
Minimum Training and Experience Required to Perform Essential Job Functions

Associate or Bachelor’s degree related to Human Services and four years economic support worker experience required.  Any combination of experience and education that prepares candidates for the position will be considered.  This position may require travel to and from other locations.  Individual may use personal vehicle or other means of reliable transportation.
