Human Resources Administrator

Job Responsibilities:
Purpose of Position
The purpose of this position is to perform professional duties for key human resources functions including hiring, selection, pay and human resources policies interpretation.  The work is performed under the general direction of the Human Resources Director.


Essential Duties and Responsibilities


The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

Participates in development of wage programs and key policies.

Administers the County wage and salary system.

Assists in developing and interpreting human resources and related policies to employees, county officials and others as needed.

Prepares confidential reports and correspondence regarding human resources related matters.

Conducts Equal Employment Opportunity (EEO) and American with Disabilities Act (ADA) complaint investigations.  Acts as EEO limited english proficiency coordinator and maintains EEO reports. 

Performs office manager related functions. 

Supervises Administrative Assistant’s work performance.

Manages and coordinates the Department of Transportation (DOT) drug and alcohol testing program for employees with commercial driver’s licenses.  Is the liaison between the County and the collection labs and Medical Review Officers.  Submits reports in accordance with federal guidelines and maintains confidential files.

Responsible for the County pre-employment drug and alcohol testing program.  Is the liaison between the County and the collection labs and Medical Review Officers.

Plans and conducts employee exit interviews to identify reasons for employee termination.  Confers with department head.

Ensures all human resources records and files are maintained in accordance with state and federal guidelines.

Participates in developing and preparing the Human Resources annual operating budget.  Monitors and ensures that the department stays within budget.

Oversees human resources related training.


Additional Tasks and Responsibilities

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

Assists in developing employee communications programs.

Performs research in regards to benefit policy studies, employment market studies and other projects as assigned.

Assists in the recruitment process, interview and selection activities of the County, including coordination with recruiting departments, developing interview questions, confers regarding final selection and approve employment offers.

Assists in creating and drafting job descriptions for new and existing positions. Reviews and maintains job descriptions to assure they are accurate for the position.  

Assists in developing and maintaining relationships with employment agencies, universities and other recruitment sources.

Represents Wood County at public functions, as well as human resources related organizations.
Job Qualifications:
Minimum Training and Experience Required to Perform Essential Job Functions

Bachelor Degree in Business Administration, Human Resources, Public Administration; or an Associate Degree in Human Resource Management and Society for Human Resource Management (SHRM) accreditation at the Professional in Human Resources (PHR) level or higher and five (5) years hands on experience in human resources administration; or PHR with 10 years HR programs management experience.  Two (2) years of supervisory experience, required
