Community Resources Manager
Location:HumServ CR WR
FT/PT:Full-time 40 hrs/week - WRS Eligible

Job Responsibilities:
*This position is administratively responsible for Energy Assistance, Child Care Certification and Elderly and Disabled Transportation services.  In addition, assists with supervision of Food Share Employment and Training and Economic Support Services.  Plans, directs, monitors identified programs and ensures compliance of these services in accordance with state, federal rules/mandates and all contracts.  The work is performed under the direction of the Human Services Director. 
*Administers Economic Support, Energy Assistance, Child Care Certification and Employment Services and Project Lifesaver, some of which are county operated while others are through relationships with other counties. 
*Directs and supervises Energy Assistance, Child Care Certification, Transportation, Food Share Employment and Training and Support staff.  Responsible for direct oversight including:  recommending staffing patterns, training, and personnel management within the Division. Collaborates with the Director around hiring supervisors and disciplinary action.
*Recommends operating budget for the Division.  Monitors budget, approves expenditures reports and maintains budget parameters throughout the fiscal year.  Alerts Director of potential variances from budget.  
*Acts as department liaison to other human service agencies, state agencies and other community service providers to ensure a coordinated non-duplicative service delivery in areas of responsibility.  Seeks opportunities to work with and/or partner with agencies that support the Human Services Department Mission and Vision.
*Develops and prepares written plans and reports to State for all areas of responsibility within the Division.  Develops policies, procedures, and performance standards for the Division. 
*Maintains knowledge of and assure compliance of Department activities and current programs with all federal, state, and county standards, rules, and regulations regarding Department functions.
*Monitors state/county and subcontracts for the various programs within the Division.
*Supports the mission, vision and value statements of the Department and works toward stated goals.
Additional Tasks and Responsibilities

*Provides information regarding Economic Support programs to clients, the general public, community groups, and other interested parties.
*Participates in trainings, conferences and seminars and applies training to role.
*Motivates staff and assists them to learn and develop new skills.
*Responsible for Quality Assurance within Wood County’s Economic Support Team.
*Coordinates and develops New Worker Training for Northern Income Maintenance Consortium (NIMC) Economic Support Specialists.
*Regular travel throughout the 12 County NIMC. 
*Commitment to Servant Leadership principles. 
*Co-leads the Department’s Continuity of Operations and Emergency Response Team.
*Promotes Trauma Informed Care Department-wide initiative.
*A member of the administrative team.
Job Qualifications:
*Bachelor’s Degree in Human Services related field, four (4) years economic support/employment support experience and two (2) years supervisory/management experience.  
*Wood County may consider a combination of education, training and work experiences in conjunction with the Bachelor’s Degree which provides the necessary knowledge, skills, and abilities to perform the duties of this position.  
*This position requires travel to and from off-campus sites.  Individual may use personal vehicle or other means of reliable transportation.
